트럼프 미국 대통령은 최근 각국과 관세 협상에서 겁박과 회유를 넘나드는(alternate between intimidation and conciliation) 이 전술을 교묘히 활용하고(employ this strategy adroitly) 있다. ‘좋은 경찰’ 역할은 스콧 베선트 재무장관에게 맡겼다. 그는 관세 완화 방침(tariff relief policy)을 발표하는 등 ‘합리성(rationality)’ ‘융통성(flexibility)’을 어필하며 타협과 대화 여지를 내보인다(leave room for compromise and dialogue). “시장 안정(market stability)과 글로벌 신뢰 회복(restoration of global trust)이 목표”라면서 백악관의 방침 전환 가능성을 은근히 내비쳐 상대를 진정시키는(soothe the other party) 역할을 한다.
‘나쁜 경찰’ 역은 하워드 러트닉 상무장관과 피터 나바로 백악관 무역 담당 고문이 번갈아 맡는다(alternately take on the role). 러트닉은 강경한 태도와 어조로 위협 메시지를 반복하는 압박 전술을 구사한다(wield pressure tactics). 협상 타결이 지체될 경우 타협 불가 또는 추가적인 보복 관세(additional retaliatory tariffs) 가능성을 시사해 긴장을 고조시킨다(ramp up tension). 한국 협상단과 만나서도 기대에 못 미치는 얘기가 나오면 ‘그냥 25% 관세로 하자’며 박차고 일어나려 해 잡아 앉히느라 곤혹스러웠다고(have a hard time holding him back) 한다.
