Anyone who wants to import or sell pet animals will have to obtain a permit from now on, rather than merely registering as a pet importer or seller.
Those who import or sell pet animals without permits face up to two years in prison or a fine of up to W20 million (US$1=W1,336). The new regulations cover dogs, cats, rabbits, ferrets, guinea pigs and hamsters.
The Ministry of Agriculture, Food and Rural Affairs said they go into effect on Thursday and aim to prevent illegal trade and abuse of pet animals. In the past, unlicensed sellers of pet animals could only be slapped with a fine of up to W5 million.
Pet owners also shoulder heavier responsibilities to prevent their dogs from injuring or killing people. They have to carry their dogs or hold them by the harness or collar in apartment elevators and other shared residential spaces.
Facilities for the elderly and handicapped as well as children's parks and playgrounds have been added to a list of places where dangerous dogs such as Tosa Inus, Pit Bull Terriers and Rottweilers are banned.
